ZSystems

The package arpack-ng:serial is failing because of "Out of memory".
That can be solved with adding the s390x architecture in the constraints file.

1) Branch https://build.opensuse.org/package/show/science/arpack-ng
2) Add the s390x architecture for builds with choosing systems
3) Edit the constraints file with adding s390x to the other architectures
