Observation

Our docs suggest running a custom isotovideo is as simple as using ISOTOVIDEO. In practice our infra doesn't seem to be setup for that and it doesn't work.

See #109737#note-35 and #109737#note-36 for efforts to run rootless containers to with a custom ISOTOVIDEO on worker7.
