There is a ntp_client openQA testcase already, might be able to pull in.

Currently, I cannot find the test running in the Functional job group in SLE15 SP4 , but in SP3 in QEM job group. https://openqa.suse.de/tests/8868673#step/ntp_client/76

It's nice to refer to the case and import it into FIPS scope.

./tests/console/ntp_client.pm

NTP case is already exist, we can consider if it's necessary to pull in to SP5 too. It depends on the Cert reqirement.
