It is a known issue on SLES15SP4 in FIPS mode. and the issue can be seen from build 117.1, here comes the detail pkg info:
- SLES15 SP4 (Build 117.1)
- x86_64
- FIPS Kernel mode
- Boot system with fips=1 parameter
- MozillaFirefox: 91
- mozilla-nss-certs: 3.68.2
- mozilla-nss: 3.68.2

Wait for Marcus Meissner's kindly confirmation if we need reject the update. or I can revise the test code to skip this test on 'SLES < 15SP4'
