Description
All offline 12SPx to 15SP4 migrations are failing because of SUSEConnect trying to assign non-existing python2 module to SLE12 based system.

Seems like this is a result of:

Tests shows 'soft failure: bsc#1189543 - Stale python2 module blocks de-registration after system migration'
and adds sle-module-python2 to registration list. This code should not be reached on SLE12 systems.
