User is unconditionally being created, even if it exists already on the system (ibmtss is newly present in a default install)

My current logic is starting a emulated tpm server with "tss" account as developer's suggestion.
however, if "ibmtss" is installed, "tss" should be a daemon user. it may failed to start tpm server in this case.
Let me enhance it.
