Crosscheck which machines marked as "unused" in racktables still draw power according to ePDU data (as they should not be powered on and wasting significant power at all) - NUE2 size:M

## Acceptance criteria
* **AC1:** Automatic periodic evaluation (and alert) of power usage to identify unused machines in NUE2
## Suggestions
* Look into #157753 to learn how to use the ePDUs
* Research how the NUE2 ePDUs could be read and fed into grafana, ensure data shows up there and define alert
* If not ~~possible~~ feasible to handle in grafana then a script in github.com/os-autoinst/scripts/ and automated in gitlab.suse.de/openqa/scripts-ci/
