The FIPS images for ppc64le and s390x are not yet working, see e.g. * https://openqa.suse.de/tests/12715447#step/host_configuration/2 https://openqa.suse.de/tests/12715447 * https://openqa.suse.de/tests/12715448 We need to fix them as preparation step for re-enabling them in https://progress.opensuse.org/issues/138725.
