Based on changes at https://github.com/os-autoinst/os-autoinst/blob/master/doc/backend_vars.asciidoc https://gitlab.suse.de/openqa/salt-pillars-openqa/-/blob/master/openqa/workerconf.sls QEMuTPM is set to 'instance' by default. However, we used to use QEMUTPM = '1' for some test cases. so need enhance this logic
