According to "Bug 1190592 - [Build 36.1] openQA test fails in php7 - php7 not found"
and "SLE-18816 - Add PHP 8 to SLES 15+":
The php7 related pkgs are moved to legacy module and php8 related pkgs are added, but I checked the latest build 36.1 and did not find the php8 pkgs yet.
So still use the php7 pkg to test atm as php7 is ok too.

Still use php7 pkgs as we only need to setup the needed envs and php8 pkgs are not available yet (checked latest build 38.1).
