Motivation

Whenever machines get stuck during bootup we have a hard time recovering, e.g. trying IPMI which is unreliable and has its caveats. Should we disable the emergency mode on our machines?:

We are ok with debugging over IPMI and never had other opportunities where the emergency mode made problems so rejecting
