communicate OBS freeze times to OBS team

Description
we need to remind the OBS team about our schedule to tell then when to not deploy new things.
Agustin wants to send the reminder. We just need to provide the dates

Beta1 blackout: 13.09. - 20.09.
RC1 blackout: 04.11. - 11.11.
RC2-GM blackout: 25.10. - 12.11.
- Due date changed from 2013-09-09 to 2013-09-16
- Status changed from New to In Progress
- Assignee changed from toscalix to lnussel
- Priority changed from Normal to High
Communicated to the management ML from the dept. I should have done this last week. The priority should have been higher. I missed it in my filters.
- Adrian inform about changes this week.
** Talked to coolo about it. It looks like they won't take place this week.
- Lars want to make sure important security updates have a higher priority that our no downtime windows in OBS.
** I have no problem with that.
