This task include create openqa test cases for HPC on aarch64 platform.

now all aarch64 cases are running with build 13.1. and we are now checking each case to verify if we have any new issues/blockers.

All new tests for hpc and sle15sp2 are checked with setting and now running.
I've asked yutao to help me to move to the official job group. so I mark this ticket as done.
