zypper_in

So far:
There's more problem than missing packages, Zypper was not behaving correctly. Assume that package 'screen' is already installed, then run 'zypper -n in screen' should print

'screen' is already installed.
No update candidate for 'screen-4.6.2-3.14.x86_64'. The highest available version is already installed.

However, here's the actual message:

'screen' is already installed.
Package 'screen' is not available in your repositories. Cannot reinstall, upgrade, or downgrade.

Same behavior when installing other already installed packages.

The bug was in the setting of the test suite, where SCC_PROXY_URL was not added, leading some repo not activated, including the 'Basesystem Module', see the snapshot. After editing the test suite and adding SCC_PROXY_URL, it worked, verified at:
https://openqa.suse.de/tests/2330637#step/zypper_in/4
