Write an announcement of the second RC. See older RC2 announcements on news.o.o for how.

Include btrfs on it if possible. We want to increase the number of users
Write also the mail announcement so we avoid the mistake done in RC1 announcement where we added the openSUSE Team as the announcer. Sent it to the opensuse-internal ML for corrections in advance.
