Requesters needs some way of providing feedback on canceled requests
When a request/reimbursement is canceled, users cannot modify it anymore, but a way of providing some 'post-mortem' feedback is needed so requester can express their opinion.

Finally, a "final notes" association was added, so TSP and requester can hold a whole conversation after the request/reimbursement have already reached a final state.
As usual, tests took longer than expected to be implemented, but it's already working, tested and deployed in connect.opensuse.org.
