Description

I found that ntclient test module got failed in recent runs:
https://openqa.opensuse.org/tests/474928#step/yast2_ntpclient/22

It seems to be connection to public ntp server (UK). We need a workaround if the connection got blocked by openQA.

the problem is mostly an issue on openQA because I cannot reproduce the connection test to public ntp server in UK is working. I tested it by using a physical machine in SUSE network.

ntp will be replaced by chrony. So we need create a new test case for System Clock Synchronization Client and Server
