In order to protect openQA from overload an access rule to deny downloading the 42.3 iso needs to be installed until it's officially available on download.o.o.

So make /etc/apache2/vhosts.d/openqa-common.inc cover the to-be-defined GM build of 42.3 as we do for 42.2 already or can we already enable it?

please disable access to 42.3 isos until it's announced, no matter what the name is
