It seems the package in openSUSE:infrastructure and Factory is kept in sync, if we always have the desired version in Factory anyways, I suggest we switch the machine to use the distribution version and to delete the link from o:i.

The problem is that updating rpm2docserv via tumbleweed can take a very long time, while at the same time we need to make sure, that it get's updated on pontifex and man.i.o.o at the same time. So the update mechanism via openSUSE:infrastructure is currently required.
And no, pontifex is not using openSUSE:infrastructure, which makes coordinaten even more difficult.
So the current situation is only temporary until we have all required changes rolled out to fully integrate the leap manual pages.
And if there is not a weekend and I'm travelling, I normally fix this problem at first in the morning.
If all changes are done we can disable rpm2docserv in openSUSE:infrastructure again.
I'm more worried about the failing systemd filetriggers, I don't see that anywhere else.
