openDiscourse not starting automatically

Description
Services are enabled but upon reboot they are not started automatically, starting manually works fine.

I've tried to track this down, as I see it on my sandbox here as well, but there's no record of it even trying to start the service, even though they're enabled - and, of course, when I try to make it happen, they start up just fine.
