[BCI] Re-enable Ubuntu podman

Description

We should try to re-enable the BCI test runs on podman on Ubuntu again. This would revert #156280

First we need to try if that works, and only then re-enable it. Some manually crafted openQA test for some of the oldest and newest base images should be enough. At least one test run for a SLES16 based image is necessary as well.

Acceptance criteria

  • AC1: Ubuntu-podman test runs are enabled for BCI

The podman version in Ubuntu 24.04 is 4.9.3 so this is doable.
