Observation

fips_setup.pm was refactored:
https://github.com/os-autoinst/os-autoinst-distri-opensuse/commit/8e489f9ab83d6f7b04fbd5db125b25522887bc5b

As a consequence, the FIPS tests would now properly continue. During post-transaction dracut would install some modules, but those fail:

Well, it passed after a restart. This seems volatile and I am not sure what causes it. Perhaps a timeout?

Should be fixed by https://gitlab.suse.de/qe-security/osd-sle15-security/-/merge_requests/296.
I have increased TIMEOUT_SCALE, because a timeout was most likely the culprit here.
