openState of svn.i.o.o

Description
Hi,
summarizing what was discussed between me and @jdsn in Slack some time ago.
The machine svn.infra.opensuse.org seems to:
- host a SVN web GUI at https://svn.opensuse.org/ which serves 404 already since over at least half a year
- host a Git daemon for which no firewall rules exist, meaning no user could potentially be utilizing it
- host some data related to kernel.o.o on the machine, but kernel.o.o points to opensuse.github.io, meaning it cannot be used recently
- not have its services configured through Salt
- not have any people complaining about its broken services
- not have anyone repairing the broken services
This leads to suggest that the machine and its services are both unmaintained and unused, posing a potential conflict with our policy.
If the only purpose of the machine is to preserve historic SVN data and not to host any maintained services to retrieve it, said data could be archived on backup.i.o.o and the machine decommissioned. But at the very least, the internet facing web server should be shut down and the relevant entries in our proxy configuration removed if it is not in use.
Please advise how you'd like to proceed.
Best,
Georg

As a first step, I will stop exposing the broken web UI and make https://svn.opensuse.org/ return the dead service page instead: https://gitlab.infra.opensuse.org/infra/salt/-/merge_requests/2126.
