closedRecover IPMI/SOL for qa-power8-3

Description
Motivation¶
For #76951 I had to upgrade the firmware of qa-power8-3 (again?). The machine is fully working again but the documented ipmitool call reports: "Error in open session response message : insufficient resources for session". We already lost SOL access in the past with a similar power machine. It might be helpful to follow that story to understand how to fix it.
Suggestions¶
- Find and read the story about a previously lost connection for a different ppc machine
- Reset Service Processor
- Try to verify/adjust the SOL settings on the machine itself (ipmitool on the host itself works without problems)

- Status changed from In Progress to Resolved
I found what we did in the past and followed https://bugzilla.opensuse.org/show_bug.cgi?id=1204277#c18 to reset the service processor. Then logged in as admin again, used the "Expand all menus"-function to use my browser search to find "System Configuration -> Security -> External Services Management". In there I set "IPMI: Enable". With that the documented command works again as before.
