Test suite description

The base test suite is used for job templates defined in YAML documents. It has no settings of its own.

hmm, why suse-connect registered repositories from openQA with a nonexisting url ?

For LTSS releases in Latest, the install systemd will be skipped.
PR created on 24, https://github.com/os-autoinst/os-autoinst-distri-opensuse/pull/18518,
merged today and resolved issue.
