Looks like bug to me https://openqa.opensuse.org/tests/latest?arch=x86_64&distri=opensuse&flavor=DVD-Updates&machine=64bit&test=extra_tests_textmode&version=15.4#step/steamcmd/6.
In Leap 15.5, the steamcmd test at https://openqa.opensuse.org/tests/3381080 is also failing with the same issue. The test failure is referenced in a resolved Bugzilla ticket. I will open a ticket for this issue
