The logic below seems some problems:
if (get_var('FIPS') || get_var('FIPS_ENABLED') && ($key_size == '1024')) {
If the setting has "FIPS=1", it will not check $key_size any more

I can see test job setting is "FIPS_ENABLED=1" for security test, then you may not able to hit this issue.
