This sporadic issue has impacted our tests much on powerVM setup in past few builds.
I am wondering that the issue should be caused by bad network performance.
Action items [Just my suggestion]¶
- set RETRY=3
- Add retry logic for downloading the kernel/initrd file

this is known issue and if you check the softfail before 'Failed', you see that is setup issue which cannot be workaround for now.
We need to investigate directly on PowerVM for hardware configuration.
As I've already worked quite long on this kind of issue incl. reset or reboot, but still cannot solve this kind of issue on PowerVM.
