Description

People with some roles (tsp, assistant and supervisor) should be able to comment on requests and reimbursements in a private way (not visible to other roles) for helping coordination and decision making.

Final notes are gone. Now we have comments, that can be private (for 'tsp' and 'assistant' roles) or public. Although everything is worked and tested, I still want to improve the notifications and corresponding tests.

Users with role 'supervisor' can also see private comments. Notifications improved and some more tests added. Deployed in staging (TSP Committee mailed).
