We have got following error message for s390x:

We have to exclude this patch in the spec file for the s390x architecture.

1) Branch https://build.opensuse.org/package/show/hardware/cpupower
2) Checkout your home directory
3) Edit cpupower.spec
4) Use "%ifnarch s390x" together with "%endif" around the applying of the referenced patch
5) "osc commit"
