Motivation

SUSE IT conducts a weekly SUSE IT maintenance window every Thursday
roughly during the time of "0800-1200 CET" which often causes weird and
problematic openQA test failures. To be on the safe side we can prevent
problems by not starting any openQA jobs during this time window.
This commit adds according stopping+starting of the openqa-scheduler
service during the aforementioned time.

I created the ticket #102717 to find agreement within QE, have mentioned it in https://suse.slack.com/archives/C02CANHLANP/p1637324501409900 and have written emails on openqa@suse.de and dist@suse.de asking for feedback.

There was no feedback on mailing lists but we discussed the topic already twice during the weekly QE sync. So far no consensus so not moving forward with any implementation until we decide to go ahead or not.
