openqa doesn't work on Factory. Needs to be ported to JSON-RPC 1.0 Legacy interface

Michal already tried the Legacy interface, works fine. will simply switch to using the Legacy interface and provide new json rpc module as backport to 12.3

JSON::RPC 1.0 dependencies are really excessive for 13.1, use the eval fallback method.
