after moving the package list generator to the new vm the recommends are no longer generated

when using rpms2solv the solv files on the packagelists vm and my workstation are exactly the same. Not so when using createpackagedescr. so maybe related to susetags2solv

the cached file used by createpackagedescr were old and didn't contain suggests etc.
