handle out of space in efi partition

Description

When writing new kernels and initrd to the EFI partition an out of space condition is much more likely. Need to handle that gracefully in all components

file triggers can't fail the rpm transaction so have to go back to scripts

handled by snapper plugin now and snapper return error code if a plugin fails. Needs to be handled by transactional-update: https://github.com/openSUSE/transactional-update/issues/118
