[y] Create script to fix all licenses after new year

Description

In order to avoid extra work editing the license of each file that we touch, we can have a script that we will run with the new year to fix/update all the licenses in the repo.

It would require investigation about how to do it for each case because we have different types or license, some have intervals, should we edit only the year? what could we edit or is about to write another line with the new year below, exact company name could be changed?
