## Observation qam-minimal+base add_update_test_repo is using YAML_SCHEDULE so I guess scheduled when MAINT_TEST_REPO does exist, but MAINT_TEST_REPO is not empty only when OS_TEST_ISSUES are present. [1] Question is if all incidents indidents should go into MAINT_TEST_REPO otherwise add_update_test_repo should be scheduled when MAINT_TEST_REPO is not empty.
