In https://openqa.opensuse.org/tests/104227 a staging test I see three modules "yast2_lan", "yast2_i" and "yast2_bootloader". Other modules are tested in non-staging scenarios like "sles+extra_tests" and similar for os. What else is necessary?

I think the result was a bit more successful than that. I guess at least the yast team set up an openqa instance (and probably already abandoned again as I did not hear anything about it recently). The last test run on this instance has been 2 months ago, the previous one before that already 4 months ago. At least https://progress.opensuse.org/projects/openqatests/wiki/#Test-development-instances-staging-openQA-instances was a consequence of this idea. So I say it's "resolved".

the yast instance was meant for yast developers to develop tests to be integrated into production. As you can see, the hardware was well invested - for a month or so :(
