Description

I have noticed certain test object overlap when it comes to testing of ssh with public key authentication.
Both test cases are testing almost the same, and sshd is being used in fips and non-fips test suites, whereas ssh_pubkey seems to be limited to fips enabled test suites only.
As a QA engineer, I would like to have both of these test cases merged, if possible.
