openSUSE Leap 15.3 mirrors on kernel.org are all broken

Description

When trying to use the openSUSE Leap 15.3 containers, I'm being
redirected by MirrorBrain to mirrors provided by kernel.org, which
seem to have not been updated in over a month and are stuck in some
kind of incomplete sync.

This leads to errors like the following:

ngompa@localhost ~> podman run --pull=always --rm -it

At a first glance, it seems to apply to 15.3 only - 15.2 updates seem fine. There must be something wrong with the scanning.

I'm seeing a variation of this with Tumbleweed stuff too:

Hmm, seems the Tumbleweed environment is fine now, but Leap 15.3 remains broken. :(

There are really two weird things here -

a) why would the kernel.org mirrors not be mirroring 15.3, unless it was intentionally excluded?
b) even if that were the case, olaf should have noticed it when scanning.

According to the scanner, all is well.

However, I am wondering if this is really an internal issue at kernel.org - when we scan, we get the server "closest" to us, and all four edge.kernel.org mirrors report fine for 15.3. I'll ask the mirror admin.
