Checked the code/openQA-log, it is by design:
If something suspicious found when comparing the baseline with current scan outputs then a softfail will be reported to remind the openQA reviewer, further if the current outputs contains "ERROR,WEAK,UNSAFE" then test case will be failed.
In this case there is a "UNSAFE" found.
