Description
As reported in https://bugzilla.opensuse.org/show_bug.cgi?id=1184266, toolbox.pm does not appear to be logining in into a valid session, but instead using invalid methods for switching user which do not provide a valid systemd session for the user.
Without such a systemd session, cgroupv2 support cannot be present
and podman should require cgroupv2 when its present (as it would be, if we could merge the staging in question)
This test failure blocks the merging of new systemd versions.
