Context¶
validate_packages_and_patterns fails when the product is approaching the release phase, the reason for the failure is that there are some packages (https://openqa.suse.de/tests/5646949#step/validate_packages_and_patterns/13) that are available only during development phase
they test different conditions for the state of the repo/packages to ensure that stuff works well (I.E, we detect broken packages for instance iirc from what Sergio Lindo Mansilla mentioned)

Suggestions¶
When enabling, also remember to tackle the problem from the beginning, before next product starts development phase by moving away from BETA (and repurposing if needed) flag to PHASE=[alpha|beta|rc|gmc]
