Description

Test case "selinux_setup" failed on installing package setools-console on ppc64le.
It might be a product enhancement bug for missing this pkg but for test suite we can
apply a workaround to make following test cases to run.

This issue exists on ppc64le/aarch64/s390 but not x86_64.
