Description
Currently job which prepare image used by all other PC tests just blindly believe that all tools setup in correctly just because there was no errors during install .
Sometimes it is not the case , we need add self test to a job which publish new images so we won't publish something which will fail all our tests

but verification job failed with unrelated to this PR reason - dependency conflicts in prepare_tools.pm during install of python3-virtualenv . After investigation it appears that this happening due to addition of devel:languages:python repository . After deeper investigation it appear that we don't need this repo and it is leftover from days when we were installing Azure CLI as a package . Working on PR which :
- cleanup prepare_tools from leftovers
- start using SLE 15 SP1 as source for install

finally story of fixing image creation job end up with PR https://github.com/os-autoinst/os-autoinst-distri-opensuse/pull/10453 . so we ready to go with ticket itself
