closed[opensuse][virtualization] Separate 'vagrant' tests from 'virtualization'

Description
At the moment, the vagrant tests are run as part of the 'virtualization' job. This ides vagrant a big bunch behind libvirt and the like.
we would like the vagrant tests to be more prominent and thus better controllable.
Please split the vagrant tests out of virtualization and add a new job for openSUSE, running the ep vagrant tests

@dancermak Do you want to fully finish the ticket? Virtualization squad will work on VT tests for tumbleweed on O3 with factory first policy applied. If you do not, maybe we will take over it, but with low priority since vagrant is not as high priority as other components.

Vagrant tests run as extratest-vagrant, which by no satisfies this need (virtualization no longer has vagrant included)
