Observation

After investigation on #56552 we can think about creating soft-failure for both problems found:
bsc#1152159
bsc#1152163

openQA test in scenario sle-15-SP2-Installer-DVD-x86_64-autoyast_tftp@64bit fails in
autoyast_verify

Test suite description

Tests installation with tftp configured. Uses profile from https://github.com/yast/aytests-tests repo.

We can restart tftp service as an workaround.
Another issue is with chrony, where configuration is not applied as expected.

Fails since (at least) Build 3.1

Scope of the ticket is to apply workarounds in case services failed to start and record soft failure, no investigation, etc. required.
