I had created a bug for this already: https://bugzilla.suse.com/show_bug.cgi?id=1137047
Reason why I see this as a product bug – I wonder why you don't – is that probably it does not make much sense to check and/or install any updates on the live systems. In principle it would be nice to have an updated system but we can hardly ensure this is working as expected, e.g. we can not replace kernel or running components properly, we might run out of space easily, etc.
For the tests I created workaround needles and just created one in before. Unless you disagree I see this as solved from the test side with the workaround in proper workaround needles.
