closed[qam] qam-incidentinstall test fails in update_install due to missing license accept

Observation¶
openQA test in scenario sle-12-SP1-Server-DVD-Incidents-Install-s390x-qam-incidentinstall@zkvm fails in
update_install
Reason is that the "zypper install" command is missing the option for
license auto-acceptance which is needed in this case.
This update (java-1_8_0-ibm) ran into the same kind of failure on
all other platforms and products, too:
