This was fixed by image re-ordering on Hyper-V (https://github.com/os-autoinst/os-autoinst-distri-opensuse/pull/6291). Now the Packages DVD image is present in the screen, where it used to be the Installation one: https://openqa.suse.de/tests/2344380#step/addon_products_sle/13.
