Reproducible

./script/clone_job.pl --skip-deps --skip-download --host https://openqa.suse.de --from https://openqa.suse.de 1818977 _GROUP=0 TEST=sergio-default-1 BUILD=poo37820

Workaround

Revert commit on your openQA installation where /var/lib/openqa/script/clone_job.pl is used: gh#openQA#3c111b02

Using _GROUP_ID=0

Another workaround: use _GROUP_ID=0 (and yes, I said it wouldn't work on IRC, but at this point I didn't understand the code correctly)
